The ornamental design for a garment with two waistbands, as shown and described.

FIG. 1 is a front and side perspective view of the garment with two waistbands;
FIG. 2 is rear view thereof;
FIG. 3 is a front view thereof;
FIG. 4 is a side view thereof, the reverse side view being a mirror image of FIG. 4 ;
FIG. 5 is a top view thereof; and,
FIG. 6 is a bottom view thereof.
